José L. Orengo, Esq.

José L. Orengo, President and Founder of JLO Consultant Inc., with over 20 years in public service, is a New York State registered fundraiser and licensed lobbyist.
JLO Consultant Inc. specializes in all aspects of government lobbying, workforce development, fundraising including recruiting diverse board of directors for clients, fundraising fundamentals and strategic planning for annual fundraisers, higher-education, and international collaborations. Clients include colleges, universities, and businesses in the United States and Latin America.
Mr. Orengo was Executive Director of Government Relations and Special Counsel to the President at LaGuardia Community College in Queens, New York. As chief lobbyist for the College, he was responsible for securing over $100 million dollars in allocations for capital projects, veterans, small business development and adult and continuing education programs. As a fundraiser and Executive Director of the LaGuardia Community College Foundation, Mr. Orengo raised over $3 million dollars for scholarships.
Mr. Orengo was also the project director for LaGuardia in its collaboration with the Universidad Central of Santiago, Chile, to establish the first community college in South America. Other collaborations were undertaken with Brazil, the Dominican Republic, and El Salvador. He has traveled on trade missions with the U.S. Department of Commerce to Central and South America as an expert on United States style community colleges and their use as an economic engine in workforce development.
Prior to joining LaGuardia in 2002, Mr. Orengo was the Deputy Borough President of Manhattan and served as a legislative attorney for the Health and Youth Committees in the New York City Council.
Mr. Orengo was born in Puerto Rico, reared in the South Bronx, and grew up in public housing. He is proud of his public education having been a product of the national Head Start program, educated in New York City public schools from K-12 and the City University of New York. Mr. Orengo obtained a bachelor's degree at Queens College and a law degree at the CUNY Law School. He is a licensed attorney in New York, the United States Supreme Court, and the federal circuit.
